Under Kuwaiti law, all government contracts are governed by Decree No. 37 of 1964 and subsequent amendments and modifications (the “Public Tenders Law”). Under the Public Tenders Law, all substantive government purchases must be tendered through the Central Tenders Committee, which oversees and manages the process from initial bid through execution of the contracts.
